Paragon was founded by Joe Kelly in 1996 as a measurement and verification company. Our expertise is focused on utility consulting and enables us to be a true independent resource. As an independent resource, we provide recommendations based on fact and data, as opposed to expectations. We are committed to giving clients advice and deliverables that will stand up to scrutiny. Most of Paragon’s staff worked in the utility industry before joining the company. We are seasoned professionals and have a keen understanding of the utility environment. This means we need less direction and can spend more time working for you.

Paragon brings over 200 years experience, and 120 of that experience is as utility company employees. We understand the utility industry.
