From the time of our founding, Paragon has been providing clients
with independent, accurate, and unbiased evaluations while adhering
to established protocol. We can provide this same service to
clients needing greenhouse gas verification. California is the first
state to mandate verification of greenhouse gas (GHG) emissions.
Paragon staff are among the first class of graduates from California’s
Air Resources Board verification training and is now among the first
verification bodies recognized by the State of California.
Paragon is experienced in engineering, auditing (energy efficiency
to financial to GHG), and the challenges of utilities, compliance,
and regulatory impacts. Our team of auditors, engineers, and analysts
will evaluate the effectiveness of your monitoring, record keeping and
accounting systems as a verifier, assist you in compliance or
preparations for upcoming legislation as a consultant.
To maintain our objectivity and true independence,
Paragon can provide either GHG verification services
or GHG consulting services, but not both.

GHG Verification Services
Paragon is a registered Verification Body by executive order
with California’s Air Resources Board (Executive Order number
H-09-118). This allows us to be a third-party verifier of
emissions as required by California law. Our team has a varied
background, which includes the ability to evaluate and verify
everything from a simple combustion plant to electricity
transactions to petroleum refineries.
As an independent, privately-owned company who specializes
in electricity markets, there is very little exposure to
conflict of interest risks. Paragon’s historical clients
have been utilities which makes us uniquely qualified to
work with industrial clients and avoid conflict of interest
rules employed by the state of California. Consulting
companies who have provided services to emitters in the
areas of accounting and environment, health, and safety
will be subject to those rules.
Companies who are not required to report their emissions
under the California law can also benefit from our
verification services. Third party verification may
allow companies to “bank” reductions in GHG emissions
or to sell credits into mandatory markets. The rest of
the western states, northern Mexico, and parts of Canada
are already looking at similar legislation as California
and are a part of a larger cap-and-trade market currently
in development (See Western Climate Initiative for more information).
GHG Consulting Services
As a greenhouse gas consultant, Paragon can help you to understand
your greenhouse gas (GHG) footprint. Understanding your footprint
helps you when you are making process or purchasing decisions.
This could potentially save you money by purchasing equipment
now before the demand for high-efficiency equipment or fuels
increases and any improvements to your GHG footprint could
reduce current or future regulatory risk.
As customers become increasingly aware of and sensitive
to a company’s environmental practices, it becomes more
important for companies to know their impacts. One metric
increasingly recognized by consumers is greenhouse gas
production. Once you know your GHG footprint, you can
use this knowledge to improve business practices,
transparency, and consumer dialogue; you can use the
knowledge to inform your customer community that your
organization is engaging in environmentally-friendly
business practices in a quantifiable and honest manner.
